The licensing is the reason to look at it. Soundraw says every track comes with a "worldwide, perpetual license" and "no copyright claims, ever", and its plans explicitly permit distribution on streaming platforms with the user keeping "100% of the royalties for life". That is a materially better deal than several competitors, and it is published rather than buried in terms.
The price ladder is genuinely strange and worth reading twice. Creator at $5.99 a month gives unlimited downloads but MP3 only. Artist Starter at $10.49 gives ten downloads a month.
